REDESIGN OF THE ONTARIO BINGO REVENUE MODEL

Ontario is one of the largest bingo gaming jurisdictions in North America. In 2006, HLT undertook a comprehensive review of the financial health of the bingo sector by assessing financial statements of over 70% of Ontario bingo operators. These financial data were supplemented with additional industry research and input from bingo stakeholders (via written response and discussions) to arrive at recommendations for a new revenue model.

One year after the redesigned model was implemented, HLT completed a follow-up assessment. This comprehensive assessment was based on the approach taken in 2006 where the collection of bingo hall financial data represented the base input for the review of the new model. HLT created a survey document that Bingo Hall Operators were required to complete with two-year operating data. The survey data from hall operators were compared to data from the monthly charitable gaming summary reports. Once the financial data reconciliation took place, HLT undertook a detailed analysis of this data to assess the New Bingo Revenue Model.
