ONTARIO HORSE RACING STRATEGY

In 2007, the Ontario government appointed a Strategic Planning Panel to examine the current state of horse racing, consult with stakeholders and create a long-term strategic plan for the future success of the industry in Ontario. The Panel consisted of Stanley Sadinsky (former Chair of the Ontario Racing Commission), Jane Stewart (former federal minister of Human Resources) and William McDonnell, a long-term racing industry leader.

The Ontario Ministry of Government Services selected HLT to conduct the background research and documentation require by the Panel. HLT collected, analyzed and interpreted economic data on the Ontario horse racing and breeding industries. HLT also looked at selected North American horse racing jurisdictions with particular focus on those that offered some form of the "Slots at Racetrack" program, similar to Ontario. This collective analysis was used by the Strategic Planning Panel to put forth strategic direction recommendations on the future of the Ontario horse racing industry.
